Fruitport sees 14.4% rise in Medicaid Evaluation and Management payments in 2024

In 2024, Medicaid providers in Fruitport billed $17,205 for services categorized as Evaluation and Management, according to the U.S. Department of Health and Human Services Medicaid Provider Spending data. This total represented a 14.4% increase compared with 2023, when claims for the same group of services reached $15,043.

Medicaid is a government health coverage program operated by states and jointly funded by federal and state governments. It provides insurance for low-income individuals and families, seniors, children, and people with disabilities, making it a major component of the U.S. health care system. The “Evaluation and Management” category includes a series of Medicaid-billed services, grouped by care type, based on standard HCPCS and CPT code definitions. For this analysis, each billing code was mapped to a single service category by applying consistent code prefixes and numeric ranges to assess related services as one group, avoiding duplication and ensuring accurate year-to-year rankings.

While Medicaid expenditures increased across diverse categories, Evaluation and Management stood as the third-largest category in Fruitport by total Medicaid payments in 2024.

Statewide, the Evaluation and Management category also finished third for total Medicaid payments in Michigan in 2024.

From 2019 to 2024, Medicaid spending linked to Evaluation and Management rose by $41, or 0.2%, in Fruitport. Spending accelerated in certain periods, with significant increases occurring year over year in both 2023 and 2021.

Despite services being provided citywide, Medicaid payments for Evaluation and Management were highly concentrated in a small number of ZIP codes. In 2024, the 49415 ZIP code reported $17,205, accounting for 100% of the city’s Medicaid payments in this category.

Payments within the Evaluation and Management group were also concentrated among just a few billing codes.

Compared to the previous period, Medicaid payments related to Evaluation and Management services in Fruitport grew by 14.4% between 2024 and 2023, while total Medicaid claims citywide saw a 27.5% change during the same time frame.

According to the Centers for Medicare & Medicaid Services, federal and state Medicaid spending reached about $871.7 billion in fiscal year 2023, making up roughly 18% of overall national health expenditures. This rose sharply from approximately $613.5 billion in 2019, prior to the COVID-19 pandemic.

This represents a growth of nearly 40% over a few years, fueled by expanded enrollment and increased utilization during and after the pandemic years.

Recent federal budget acts during the Trump administration featured major initiatives to cut federal Medicaid funding and restructure the program. The “One Big Beautiful Bill Act,” signed in 2025, is expected to reduce federal Medicaid spending by more than $1 trillion over the next decade, introducing work requirements and higher cost-sharing that may impact coverage and funding for certain groups. These measures would shift more costs to states and restrict federal Medicaid growth, even as tens of millions continue to depend on the program.
